Can I mix DOT-3 and DOT-4 brake fluids on Chevrolet Lactti?

The GM in its bulletin prohibits mixing of brake fluids of different types, but the owners of Latchans are certain that it is possible to mix. Adding DOT-4 to a motor vehicle with original DOT-3 does not change the braking system.
