If you see the movement of the piston relative to the enclosure, the regulator is operational.

If the brake does not move when the brake is applied, it is rusting to the shell and the regulator needs to be replaced. If the piston is working, the lubricant (type DT-1, 5-6 grams) should be updated and the cover should be installed.
